Description of problem:

CCAPIO sync controller should not (yet) convert control plane machines as that's not yes supported.

Steps to Reproduce:

in TPNU AWS:
- Delete CPMS
- The CCAPIO machine sync controller will convert MAPI control plane machines to CAPI

Actual results:

    MAPI Control plane machines (without CPMS) are converted to CAPI

Expected results:

    MAPI Control plane machines (without CPMS)  are not converted to CAPI
