[CAPI] e2e: machines conversion fails due to missing master-user-data secret

      This is a clone of issue OCPBUGS-63524. The following is the description of the original issue:

      Description of problem:

          Control Plane CAPI machines fail dues to missing master-user-data. The secretSync in cluster-capi-operator is only syncing worker-user-data into openshift-cluster-api namespace, but not master-user-data secret that is required for control plane machines. As a result, CAPI control plane machines fail to launch.

      Actual results:

          CAPI control plane machine fail to launch. Missing master-user-data

      Expected results:

          CAPI control plane machine does not fail because of missing master-user-data secret. (As of writing, there are other bugs preventing machine succeeding)
