Description of problem: Unable to create egress ip in openshift cluster on azure

The customer was trying to deploy egress ip on the cluster,

But It was not getting successful,

The cloud network config controller pod was going into crashloopbackoff

showing the error after setting up the annotation  `cloud.network.openshift.io/egress-ipconfig`

The cluster version is 4.18.28
