Interface fails to come up during boot from ISO

      Description of problem:

      Network interface fails to come up E810 four port NIC.    

      Version-Release number of selected component (if applicable):

          4.20.6

      How reproducible:

          Yes in their environment

      Steps to Reproduce:

          1. Attempt install on Dell AMD server with an E810 4 port NIC
          2. Boot from the Live ISO
          
          

      Actual results:

          Interface does not come up, "failed to set LAN Tx queue context error 22" seen in the console.

      Expected results:

          Host should boot successfully.

      Additional info:

          Installation using same hardware works with 4.18.  This looks very similar to a RHEL bug that was fixed along with assistance from Intel regarding their ice driver: https://issues.redhat.com/browse/RHEL-15670
