Description of problem:

When node goes unhealthy (kubelet.service is stopped), it's marked at unhealthy but nothing goes past that

Steps to Reproduce:

1.Create MHC CR with machine.openshift.io/remediation-strategy: external-baremetal annotation and unhealthy conditions:
Unhealthy Conditions:
    Status:   False
    Timeout:  60s
    Type:     Ready
    Status:   Unknown
    Timeout:  60s
    Type:     Ready
2.Stop kubelet.service on node to trigger unhealthy condition
3.Wait till remediation starts

Actual results:

Node is stuck with NotReady status

Expected results:

Node is rebooted and is added to cluster
