appliance should preserve digests for docker-image registry

      Description of problem:

          When appliance copies the docker-registry image to the live ISO, the digests are not preserved. The digest from the release image is later used by the MCO when it deploys the registry. The digest will not match if --preserve-digests is not used in the skopeo copy command.

          docker-registry image digest changes and doesn't match the one from the 4.21 release image
