This is a clone of issue OCPBUGS-67310. The following is the description of the original issue:

Hive vendors the installer machine package. The recent change to use global marketplace images in the installer means there is no longer an installer-created image gallery for each cluster.

When hive tries to call the installer machineset function, it cannot tell the installer the rhcos version, so the installer generates machinesets that do not work for hive.

The installer needs to be able to handle calls to this function that do not have a version for rhcos. In which case we can depend on machine api operator defaults.
