RHEL10 slow reboot compared to OCP cluster with RHEL9

      Description of problem:

      When running reboot command on the worker node with RHEL10 it takes over 7 minutes to reboot compared to 5 minutes with RHEL9.

      How reproducible: Easily

      Steps to Reproduce:
      1. reboot RHEL10 node and set timer
      2. Compare to reboot of RHEL10
      3.
      Actual results: Takes over 7 minutes

      Expected results: 5 minutes

      Notes form Slack:

      1. Reload of the nodes after reboot with RHEL10 takes 2 minutes longer the with RHEL9.
        2. I found on the following test case sriov.[It] ExternallyManaged General Verifying connectivity with different IP protocols [externallymanaged, generalexcreated, 63527, test_id:63527 - The test case was flakey when validating the deployment of VFs. When adding a 15 sleep to the validation of the creation of the VFs the test case passed.
