In OCB to check when a image is removed the old build is triggered again and the MC should start updating directly and no new MOSB should be triggred

      Description of problem:

        When we check the rebuild is triggred after MOSB image is deleted from registry and after MC is deleted again able to see another new MOSB been triggred.

      How reproducible:

          Always

      Steps to Reproduce:

      1.Apply MOSC
2.Wait for MOSB-1 and  complete
3.Apply MC
4.Wait for MOSB-2 and MCP complete
5.Delete the MOSB-1 tag
6.Delete the MC
7.Wait for MOSB-1 re-triggre
8.Apply MC again
9.Should able to see MCP update not MOSB-2 update
Also able to see MOSB-3 triggered which should not be happening

      Actual results:

      Expected results:

      No new build after MC reapplied should be triggred unless it is different from first MC
