Description of problem:

    Prerelease 4.21 versions should be allowed to use docker-registry image. This is required so that we may test the docker-registry with appliance in CI.

Steps to Reproduce:

    1. Create OVE ISO, any pre-release version including CI builds are deemed not containing docker-registry image when recent builds do.
