In order to expedite https://github.com/openshift/openshift-docs/pull/103592, I created two snippets with the required release notes text and cherrypicked both snippets back from 4.12+.

<4.18 doesn't need olmv1
>4.18 doesn't need olmv0 only
4.21 probably doesn't need either

Once the dust has settled, delete the unused modules to keep the repo tidy and not interfere with the AEM/DITA migration.
