      Description of problem
      Some ROSA HCP clusters in stage are failing to deprovision because their HostedClusters were paused and HyperShift Operator is failing to unpause them. See OHSS-48856

      Steps to Reproduce

      1. Pause a HostedCluster
      2. Try to delete it

      Actual results
      ManifestWork deletion gets stuck and hosted cluster deletion does not succeed

      Expected results
      Hosted cluster deletion succeeds

      Yup, this looks like a bug. If the HostedCluster was paused and then we delete the HostedCluster, we don't unpause the capi cluster, which prevents machines from getting deleted... we unpause the capi cluster here when the CAPI cluster has been deleted. However, we never reach that code if the HC is paused, in which case we always pause the capi cluster
