Description of problem:

    After setting an unavailable conditional endpoint for the periodic gathering/on-demand gathering, the conditions don't include using default info anymore and it actually didn't apply the default configuration.

    Run the test cases named `test_periodic_gathering_unavailable_conditional_endpoint` and `test_on_demand_gathering_unavailable_conditional_endpoint`

Steps to Reproduce:

 Run the test cases named `test_periodic_gathering_unavailable_conditional_endpoint` and `test_on_demand_gathering_unavailable_conditional_endpoint`

Actual results:

The tests failed.
