Description of problem:
Trying to do an upgrade from OCP 4.8 to 4.9 the following error is thrown: 'Unable to apply 4.9.54: wait has exceeded 40 minutes for these operators: authentication'

How reproducible:
Steps to Reproduce:
1. Install OCP 4.8.55 (using the latest 4.8 version that is also in eus-4.10 channel)
2. Change the OCP channel to eus-4.10
3. Run "oc adm upgrade --to-latest --force"
4. Run "oc -n openshift-config patch cm admin-acks --patch '{"data":{"ack-4.8-kube-1.22-api-removals-in-4.9":"true"}}"
Actual results:
The ClusterVersion reports this after some time: ❯ oc get clusterversion NAME VERSION AVAILABLE PROGRESSING SINCE STATUS version 4.8.55 True True 99m Unable to apply 4.9.54: wait has exceeded 40 minutes for these operators: authentication
Expected results:
OpenShift upgrades to 4.9.
Additional info:
I'm trying an EUS upgrade from 4.8 to 4.10. That's why the eus-4.10 channel is used for upgrades. The necessary step is to go through 4.9 but that step fails. I can see both 4.8.55 and 4.9.54 versions in the eus-4.10 channel: https://openshift-channels.robszumski.com/
