Storage cluster documentation link in the web console does not redirect to any page.

      Description of problem:

      After installing the OpenShift Data Foundation (ODF) operator and navigating to the OpenShift Web Console, go to "Storage -->  Storage Cluster". 

When no storage cluster is configured, the page displays a prompt to configure one. Beneath that prompt, a documentation link is provided. 

However, clicking this documentation link does not redirect to any page or open any documentation.

      Steps to Reproduce:

          1. Install the OpenShift Data Foundation (ODF) operator.     
    2. Do not configure a storage cluster. Navigate to "Storage --> Storage Cluster" in the OpenShift Web Console.
    3. On the page, click the documentation link displayed below the prompt to configure a storage cluster.    

      Actual results:

      Clicking the documentation link does not redirect to any page; the link does not open or navigate anywhere.

      Expected results:

      The documentation link should open the appropriate documentation page for configuring a storage cluster.
