Description of problem:
Load balancer tests in the [openshift/openstack] suite intermittently fail because OpenStack is not fast enough creating load balancers. A potential solution might be to run some of these tests sequentially instead to spread the load over time. e.g.: The Openstack platform should create an UDP Amphora LoadBalancer using a pre-created FIP when an UDP LoadBalancer svc setting the LoadBalancerIP spec is created on Openshift
