Description of problem:

    GM config doesn't trigger SetPinDefaults for e810

Version-Release number of selected component (if applicable):

    4.21 (likely 4.20)

How reproducible:

Steps to Reproduce:

    1. disable gnss-1pps 
    2. apply gm config
    3.

Actual results:

    gnss-1pps will remain disabled

Expected results:

    gnss-1pps enabled on startup

Additional info:

    Unlikely to be triggered in production therefore should not be blocking.
