"Install" button on operator detail page should be disabled when the operator is in installing status

      Description of problem:

      When an operator is in installing status, check the operator detail modal, the 'Install'  button is still enabled.

      How reproducible:

      Always

      Steps to Reproduce:

          1.Install any operator from console, when the operator is in installing status, go to 'Software Catalog' page, switch to the project the operator is installed, then click the operator tile to open the operator detail modal.
    2. Check on the operator detail modal.

      Actual results:

      2. The 'Install'  button is still enabled.

      Expected results:

      2. The 'Install' button should be disabled.
