Placeholder until we get the the actual output text, but it looks identical to https://issues.redhat.com/browse/OCPBUGS-65915 - except the operator is different.

It is possible the source of this bug is, as per ankithom - that the operator is missing from the 4.21 catalog. Ankita could find the package/operator in the 4.20 catalog, but not in the 4.21 catalog.
