Description of problem:

Testing of doc procedure revealed that there is a missing prerequisite - `PtpOperatorConfig` must be created before linuxptp-daemon pods deploy. A section on adding an instance of the PtpOperatorConfig needs to added after installing the Operator. This is a bit like creating an instance of the MetalLB Operator config.
