Description of problem:

    For the 4.21 pre-release testing, secondary scheduler operator is not available in ART FBC Bundle.
In previours releases (upto 4.20) we tested using nightly build (quay.io/openshift-release-dev/ocp-release-nightly:iib-int-index-art-operators-${OCP_RELEASE})  available during EC phase.
For tracking purpose opening the defect.

Steps to Reproduce:

    1. Access the link - https://quay.io/repository/redhat-user-workloads/ocp-art-tenant/art-fbc?tab=tags     
    2. Search secondary scheduler operator

Actual results:

    secondary-scheduler-operator image is not available in ART FBC bundle.

Expected results:

    secondary-scheduler-operator image is expected to be available in ART FBC bundle.
