switching project on Create Helm Release page will return 404

      Always

      Steps to Reproduce:

      1. navigate to Home -> Software Catalog
2. Choose one specific namespace and select "Helm Charts" type
3. click on one Helm Charts and goes into Create Helm Release page
4. click project dropdown and switch to other project

      Actual results:

      4. we will see 404: Page Not Found error, URL is still pointing to /helm-releases/ns/<selected_namespace>  

suspect this is an regression of CONSOLE-4869: Move Helm nav option under Ecosystem nav section (openshift/console#15773)

      Expected results:

      4. project can be switched
