OADP restore results in htpasswd no longer being applied as volume of oauth-openshift deployment

      Description of problem:

          Following a restoration with the hypershift OADP plugin, I am no longer able to apply an IDP to my cluster. 

      Version-Release number of selected component (if applicable):

          4.20.4

      How reproducible:

          Unclear

      Steps to Reproduce:

          1. Restore a cluster using the OADP plugin
          2. Create a htpasswd IDP   
          

      Actual results:

          IDP is applied from HostedCluster to HCP object / namespace. The secret exists in the HCP namespace. The secret is not mounted as volume for the oauth-openshift deployment.

      Expected results:

          HCP Operator updates oauth-openshift deployment with the secrets mounted as volume.

      Additional info:

          We found https://issues.redhat.com/browse/OCPBUGS-66246 which could be a reason for not seeing logs related to failures, but looking through the code path it is unclear how this failure can occur.
