[release-4.20] Tooltips and Sticky scroll doesn't update toggle input `checked` property in a real time

      Description of problem:

      Tooltips and Sticky scroll switch has a `checked` property, but it doesn't reflect the correct state of switch input, the `checked` property only got removed when modal is closed and opened again

      Always

      Steps to Reproduce:

          1. Open YAML Editor Settings
    2. Toggle Tooltips & Sticky scroll input    

      Actual results:

      2. `checked` property only got removed when modal is relaunched

      Expected results:

      2. when toggle on, `checked` property exist
when toggled off, `checked` property should be removed
