      Description of problem:

      Experiencing an issue across multiple hosted clusters in our Hypershift environment where they repeatedly report they are updating to OpenShift version 4.18.18, even though this version is already installed and running on these clusters. This behavior results in ongoing redundant update attempts.
      Notably, we did not encounter this problem in the previous OpenShift 4.17 release; the clusters did not repeatedly attempt the same update despite being on the target version.

      Steps to Reproduce:

          1. Install HCP cluster (Kubevirt Provider)
          2. then, update HCP cluster 
          3. Once completed, check if the HCP cluster still trying to update the cluster.
          

      Actual results:

      - HCP cluster on ACM shows it is still trying to update the same version.    

      Expected results:

      - Once the version is upgraded,
