Description of problem:

    The OKE documentation lists the Dev Console as not included, but it doesn't mention the Management console. Given the Dev and Management consoles are now combined - it makes this difficult to know which function of the console is and is not useable if you only have an OKE subscription. There really does need to be a better way for OpenShift users to stay compliant between OKE, OCP and OVE
