Description of problem:

In 4.20 and 4.21, the `Should properly transition through MCN conditions on rebootless node update` test seems to be failing rather consistently in the `e2e-metal-ovn-two-node-fencing-serial` test job as of November 21st. It seems unlikely that the feature has regressed, but we should confirm why it's failing and if an MCO side fix can help the test's pass rate.
