graph gaps for cluster_operator_up metrics

      Before this update, a rounding error caused metrics charts to display gaps even when the underlying data was continuous.       Description of problem:

      the issue is from customer 4.18 cluster and TSE, admin user login web console, go to "Observe - > Metrics", search cluster_operator_up, see the picture: https://drive.google.com/file/d/1kWzQmaZTSev6dp3XnauTV2kRsJsutjCy/view?usp=drive_link, there are gaps on the graph in the default time range 30m, the gap is about 11s. (all the operators are all UP, no issue)

      also checked in 4.16/4.17, found the same issue, example 4.17.0-0.nightly-2025-11-24-120209 picture: https://drive.google.com/file/d/1387Ffllmx3BghNy_HEDyadRKm5GRC_SY/view?usp=drive_link

      4.19+ does not have this issue, example 4.19.0-0.nightly-2025-11-24-185948 picture: https://drive.google.com/file/d/13pG9ZZ5DJHMk76IinFIojUnm9tSxowGq/view?usp=drive_link
