graph gaps for cluster_operator_up metrics

    • Before, metrics charts displayed gaps even when data had no gaps. This was caused by a rounding error. After the fix, when the data is complete, no gaps are displayed in the chart.

      Description of problem:

      the issue is from customer 4.18 cluster and TSE, admin user login web console, go to "Observe - > Metrics", search cluster_operator_up, see the picture: https://drive.google.com/file/d/1kWzQmaZTSev6dp3XnauTV2kRsJsutjCy/view?usp=drive_link, there are gaps on the graph in the default time range 30m, the gap is about 11s. (all the operators are all UP, no issue)
