Description of problem:

    Installation failing on PROW looks like flake , but since it hasn't worked with rebuilds and working fine with Jenkins wanted to get it checked

Trigger jobs needed to install nutanix ipi on any PRs ( pre-merged or not )

Actual results:

   bootstrap fails to complete

Expected results:

    installation succeeds
