chronyd startup delayed by ublxCmd execution

      Description of problem:

      The chronyd process takes a long time to start in the linuxptp-daemon-container due to ublxCmds running first. This causes issues as the chronyc offline command may be run before the process starts and is never run again unless failover is triggered.

      How reproducible:

          100% in my environment

      Steps to Reproduce:

          1. Apply profile with gnssFailover configured in ntpfailover settings
          2. After a steady state is achieved, note that chronyc activity shows online sources
