ntpfailover does not handle chronyd process restarts

      Description of problem:

      In the PTP ntpfailover plugin, chronyc offline is only run during state transitions based on ts2phc logs. Any restart of the chronyd process will then start back up with sources online and updating the system clock. It will only be disabled again if a transition to failover and back occurs, not when the process is started again

      Steps to Reproduce:

          1. Enabled the ntpfailover plugin on a GM profile and reach a steady state
          2. pkill chronyd in the linuxptp-daemon-container
          3. Run chronyc activity to see online sources

          0 sources online
