Steps to Reproduce:

    1.Configure with GNSS
    2. kill gpspipe ('oc -n openshift-ptp exec -it ds/linuxptp-daemon -c linuxptp-daemon-container -- chmod 000 /usr/local/bin/gpspipe ; oc -n openshift-ptp exec -it ds/linuxptp-daemon -c linuxptp-daemon-container -- pkill gpspipe')
    3. Wait 4 hours

Actual results:

Stays in holdover: GM[1763505160]:[ts2phc.0.config] ens5f0 T-GM-STATUS s1

Expected results:

Goes to freerun: GM[1763505160]:[ts2phc.0.config] ens5f0 T-GM-STATUS s0
