Perspective redirects have search params dropped

      Description of problem:

      When navigating to a dynamic plugin route in the console directly (via link or refresh) any deeper path than the one registered in the extension is dropped, as well as any query string or fragment.

      Version-Release number of selected component (if applicable):

      4.18+ (and probably earlier, but would like to see fixed back to 4.18)

      How reproducible:

      Always if not in target perspective; intermittent when already in perspective

      Steps to Reproduce:

          1. Install ACM 2.15.0 (pre-release)
    2. Enter URL /multicloud/applications/details/openshift-gitops/argocd/overview?apiVersion=ocp&cluster=local-cluster    

      Actual results:

      Often redirects to /multicloud/applications/details/openshift-gitops/argocd/overview (not found)

      Expected results:

      Should direct to /multicloud/applications/details/openshift-gitops/argocd/overview?apiVersion=ocp&cluster=local-cluster
