      1. nav to Home -> API Explorer, check the pagination toolbar
2. check other workload list page

      Actual results:

      1. pagination toolbar is at the bottom of page
2. pagination toolbar on other workloads list page is placed at top of page

      Expected results:

      1. pagination toolbar should be placed on top of page
