In the 4.20.2 build, attempts to inspect or modify kernel arguments (kargs) in the generated OVE ISO fail.

$ coreos-installer iso kargs show agent-ove.x86_64.iso
Error: No karg embed areas found; old or corrupted CoreOS ISO image.

Previously, the appliance build did not use the ISO directly as built, it was unpacked and repacked using osirrox / xorriso. The recent change now uses the ISO produced by the appliance directly, which appears to expose an existing issue in how karg embed areas are handled.
