if there is any bad CPICs after upgrade, user need to clear them manually to unblock the egressIP assignment

      Description of problem:

      If user hit the issue in https://issues.redhat.com/browse/OCPBUGS-60806, and upgrade to a fixed build, the bad CPICs will not cleared automatically, the user need to clear bad CPICs manually to unblock the egressIP assignment, we need to document that.
