Description of problem:
A pod consuming egressIP is failing intermittently because of incorrect router policy in the ovn_cluster_router logical router. A simple restart of the OVN is not sufficient to make to policy to be correctly reconfigured, but it is needed to rebuild the OVN database in the affected node.

What was observed is that the OVN pod was restarted after egressIP rebalance.
