Description of problem:

The web terminal operator's default image used to ship with helm but due to FIPS it was removed: https://issues.redhat.com/browse/CRW-4582

There is a existing issue to make helm fips-compliant: https://issues.redhat.com/browse/HELM-506

Once this fix merges we should bring helm back into the WTO image
