This is very likely caused by https://github.com/openshift/release/pull/70036 that added calls to `openstack floating ip show` and recent changes to osc lib: https://review.opendev.org/c/openstack/osc-lib/+/942271.

We should make the errors non-fatal in our openstack-gather step.
