      Description of problem:

      Deployment of ROSA Hypershift clusters in ap-southeast-2 is slow compared to US region

      OCP 4.18.12
          

      How reproducible:

      Can reproducible
          

      Steps to Reproduce:

          1. Deploy a new cluster in _ap-southeast-2_ region with default configuration(2 worker nodes)
          2. Can notice a considerable delay in cluster becoming ready and available
        
          

      Actual results:

      As per the conversation [here|https://redhat-internal.slack.com/archives/C02LM9FABFW/p1759905100592619?thread_ts=1757473357.109629&cid=C02LM9FABFW] 
      There seems to be a delay between hostedcluster creation and cert readiness as per the conversation. This was around 11 minutes. 
          

      Expected results:

      Minimum delay between hostedcluster creation and cert readiness.
