Hub RDS in 4.20 docs should reference 4.19 resources until the Hub RDS is updated with 4.20 resources

      Description of problem:

      Hub RDS in 4.20 docs should reference 4.19 resources until engineering has validated the Hub RDS 4.20 resources.

There is one sentence where we use the version variable {product-version}, that we should temporarily hardcode with "4.19" for now.
