      Host stays in status "Removing from cluster" after Scale down node pool (Discovery ISO) from 3 hosts to 2 hosts

      Steps to Reproduce:

          1. Deploy Hub and hosted cluster with node pool of 3 hosts (discovery ISO)
          2. Scale down nodepool from 3 hosts to 2 hosts
         
          

      Actual results:

          As in description
          

      Expected results:

          Host automatically reboots with ISO and in status Available
          

      Additional info:

          As can be seen in video before the scale down of node pool the worker boot partition is already almost full (74%).
          And after the scale down, it gets to 0%.
