OVN high resources consumption after migration from SDN

      Description of problem:

      Version-Release number of selected component (if applicable): 4.18.22

      How reproducible: Always

      Steps to Reproduce:

      1. Install cluster

      2. Install OSSM

      Actual results: OVN overall consumption is about 180GiB RAM for a 3TiB ram cluster. The same cluster consumed 18GiB before migration to OVN

      Expected results: Explain consumption and state if it's normal or not

      Additional info: This is critical as it block customer upgrade to 4.18 and a customer project to deploy a new datacenter.

      Affected Platforms:

      Clusters runs on vmware wit in UPI mode. Case number in first private comment.

      One error seen in logs is 'error: OFPT_ERROR (OF1.5) (xid=0x5cd1d58): OFPBFC_TIMEOUT error' but not sure it's relevant.
