One of the Intel E830 model E830-CC, more specifically E830-XXVDA8F for OCP 3.0

• passed the tests by RHEL network QE
• been enabled for sriov-operator ([openshift/sriov-network-operator#1141: [release-4.20] NHE-1329: [Downstream] Add support for Intel Connorsville E830|https://github.com/openshift/sriov-network-operator/pull/1141])
• passed the tests of sriov-operator on 4.20

Please document this enablement of RHEL and sriov-operator support for Carter Flat (device id 12d3).

Please note that, there are some variations of E830, such as,  Arcata Channel with the updated device id 12de (the old version is 12d3) will be tested and enabled in near future I believe.
