Description of problem:
A pull request (PR) to introduce a module for changing CVO log levels was recently merged and backported to 4.20, 4.19, and 4.18 releases [1]. However, the PR was backported to some incorrect releases. This was probably done due to an outdated PR's description. The functionality for changing CVO log levels was to be backported only to the 4.20 release. The 4.20 release does contain the TechPreview functionality. However, the 4.19 and 4.18 releases do not contain the TechPreview functionality. [1]: https://github.com/openshift/openshift-docs/pull/90989
