HyperShift ingress operator PodMonitor metrics scrapes should work

      Description

      HyperShift's current ingress-operator PodMonitor points the scraper at a metrics port, but the current ingress-operator Deployment/Pod does not name its metrics port, so scraping fails. We should fix that linkage, so metrics scraping succeeds. Check management-cluster metrics for:

      max by (job) (up{job=~".*ingress.*", namespace="FIXME"})

      replacing the FIXME with the namespace for a HyperShift cluster's hosted control plane.
