Description of problem:
During cluster installation using SiteConfig v1 via GitOps ZTP, the clusters app is repeatedly OutOfSync due to a diff in the bmac.agent-install.openshift.io/ignition-config-overrides annotation. It does not prevent the cluster from installing successfully. Not sure of the full impact but it does cause issues with tests that rely on the Argo CD application syncing. It seems to have only started appearing with OpenShift GitOps 1.18.

2/2 times tried. Just started using 1.18 so not much history to go off of
Steps to Reproduce:
1. Apply clusters app (containing SiteConfig v1 resource)
2. Wait for installation to progress
3. Eventually the clusters app continues to sync unsuccessfully
