Description of problem:

Customer reports that in OpenShift Container Platform 4.18 and also in OpenShift Container Platform 4.17.40 they are seeing the issue that some metrics are not shown in the autocompletion dropdown in the Developer / Observe / Metrics view.

The customer would expect that the dropdown shows all available metrics. There is a workaround described in https://access.redhat.com/solutions/7042419 that works as expected to see all accessible metrics.

Steps to Reproduce:

1. In the OpenShift Container Platform Console, as a regular user, navigate to the Developer / Observe / Metrics view
2. In the dropdown, start to type "kube_pod_info" or similar

Actual results:

No results are shown, "kube_pod_info" is not shown as a possible metric in the dropdown despite the metric being available. See screenshots attached to Support Case 04275980.

Expected results:

All available results are populated and shown. In the scenario above, "kube_pod_info" is shown as a metric name in the dropdown.
