PowerVS VPC specified by ID cannot be found when deploying Internal

      Description of problem:

      Installer does not recognize VPC ID when deploying with publish = Internal

      Version-Release number of selected component (if applicable):

      4.21

      How reproducible:

      Only when deploying with an Internal publishing strategy using VPC id.

      Steps to Reproduce:

          1. Add a VPC v as a permitted network to a DNS zone.
    2. Create install-config selecting the correct DNS zone (domain)
    3. Add v's ID as the value for the key platform.powervs.vpcName
    4. Attempt to create manifests

      Actual results:

      failed to find VPC <vpc ID>. Available VPCs: [VPC names]  

      Expected results:

      Successfully generated manifests
