Description of problem:

Login console with normal user(eg, user from htpassword idp), the 'Observe' menu shows up on console, but pages will show forbidden errors when click all the sub-menus under 'Observe'.

    1.Login console with normal user. Check 'Observe' menu.

1. The 'Observe' menu shows up on console, but pages will show forbidden errors when click all the sub-menus under 'Observe'.
